Eaton 70422 Pump

This is the second time I have come across this on these pumps, the button and the pin on the swash plate are missing. The button pins to the swashplate, the spring cup sits on the button, the spring biases the swashplate on stroke. Both times I have replaced the missing parts and everything works great. The pump work great with the parts missing as well, although the casting of the swashplate sitting in the spring cup marks up the spring cup. There is no way for the spring cup to get outside of the housing. The first occurance was on a brand new unit.

Has anyone come across this? Is there a reason for this omission or was it just an assembly mistake. The odds of seeing this twice seems a little unlikely to me.
